It's a government institution so it's hard to find and access. To buy ENC you first have to fill out paperwork in the hallway and then enter the room. Staff were friendly. I had a problem finding a way to drive to this location and accidentally went through special police force station which I then found out is a restricted area. So probably the only way to access this location legally is from the highway. Google maps first took me in a direction that had a parking which was blocked off with a ramp and sign employees only. You should leave your car in front of that parking and walk from there if you find yourself in the same situation. The employees only sign refers to cars only, otherwise nobody would be able to buy ENC.

Your service is bad and you should feel bad. ENC sales point - 20 minutes not a single customer served, probably only one counter open... If you stop here, estimate at least 1 hour before you give up and pay cash for the highway...
