Its a sort of starting point of the touristy part of Ljubljana. If you are approaching from main station. As you take right from this place..you enter into that walking district with a street lined with cafes and shops one side and the meandering river on the other. Instead of right you go straight and cross the bridge.. You reach the area close to entrance of funicular and flea markets closeby. The bridge in itself is a key spot in Ljubljana and is flanked by dragons on the four sides. Nice piece of architecture in itself. If you are in Ljublana i dont think you will miss this spot.
